Why are some countries so different despite being neighbours

These numbers show us the percentage of women married below the age of 18 in every country.
The darkest shades of blue show the countries with the highest % of women being married under 18.
This chart shows the neighbouring countries and their differences. The darker the shade gets, the bigger the difference between the two countries.
Although African countries have one of the highest % in the entire world, this is over-generalization. There is a stark difference in some neighbouring countries as shown above.
Asian countries, however, are more homogeneous. However, there are three instances at which the neighbouring countries are different from each other.
South American countries are also homogeneous with very little difference in between the countries. Enough data for Europe and North America are unavailable.
